Watkins earned a B.S. in consumer services and business in 1965 and an M.S. in textiles
and clothing in1967 both from Pennsylvania State University. In 1967 she was hired
in the Department of Textiles and Apparel at Cornell University as an assistant professor,
becoming a professor emeritus in 1999. She founded the academic field of functional
apparel design and in 1991 was inducted as a Fellow into the International Textile
and Apparel Association.
