This collection contains the papers and publications of James Spencer ranging from
his student years at Cornell until well past his retirement in 1987. Included are
state budget records and other records relating to S.U.N.Y. the Commission on the
Future of the Cornell Cooperative Extension Service with Robben Fleming as the chair,
the Cornell Commission on Free Speech, and correspondence of James W. Spencer and
M.C. Nesheim. Spencer's speeches publications, including his Master's thesis, are
also included in this collection.
Also present are the daily notes Spencer kept from 1951 until 2019, as well as autobiographical
data sheets compiled by Dr. Spencer reflecting on his life, achievements, and influences.

James Wendell Spencer (BCE 1949, MCE 1951) served many roles at Cornell prior to his
retirement in 1987. Spencer began as an Assistant Professor shortly after receiving
his MCE in 1951, eventually becoming Professor in Highway Engineering, a position
he held from 1961 until 1987. In 1967 he took a sabbatical in order to receive his
PhD from Stanford University. From August 1970 until July 1973 he served as Vice Director
of the Cooperative Extension. Spencer was made Dean of the NYS College of Agriculture
and Life Sciences in 1973, a position he held until becoming Special Assistant to
the President in 1978. He became Vice Provost in 1979, a position he would hold until
his retirement in 1987.
After Spencer's retirement as Professor and Vice Provost, he served for a year as
a part-time consultant to the President. From 1988 until 1989 he was the Director
of Occupational Health and Safety. In 1990 he became a program officer at the Atlantic
Philanthropic Services (later known as the Atlantic Philanthropies), and retired in
2001. His papers from his years at Atlantic can be found in the Atlantic Philanthropies
Archives, #8540.

Scope and Contents
This series contains Spencer's publications, chiefly in the areas of low-cost roads
and highway engineering. Also included are two laboratory research reports he wrote
while a Cornell graduate student in civil engineering, and his 1951 thesis Effective
County Highway Department Practices in New York State. Of note is a 1963 report written
with Dale Corson and Robert Fehr to the Ford Foundation on the subject of engineering
education in Colombia. In addition to articles written by Spencer, this series contains
relevant publications including journals such as Highway Superindendents' Digest.
Also included in this series are Spencer's speeches. Originally identified as speeches
he gave after he left Riley Robb Hall in 1970, the files contain speeches dating back
to 1967.

Scope and Contents
Daily notes that Spencer kept from 1951-1956, 1964, 1966 until 2019. Gaps correpsond
with his sabbaticals at the University of California, Berkeley (September 1957-March
1958) and Stanford University (September 1964-June 1966). While the notes initially
started as a calender, tracking Spencer's daily activities, in 1966 they chiefly summarized
phone conversations and meetings, both professional and personal. The notes span the
entirety of Spencer's career at Cornell, and subsequent tenure at the Atlantic Philanthropies
as senior progam officer for Higher Education and the Aging and Health programs. Oftentimes
memos and meeting agendas were taped onto notebook pages. This series also contains
call logs Spencer kept from 1973 until 1987, in which he recorded the dates he spoke
to various individuals.

Processing Information
Notebooks from 1966 through 1974 were labelled by Spencer as "time guide record".
Subsequent, unlabelled books were given this title by the archivist to follow suit.
Personal information, including medical details and social security numbers, were
redacted or removed.
