When the Gay Rights National Lobby merged with the Human Rights Campaign Fund in 1985, HRCF’s activities were greatly expanded, now including formal lobbying efforts as well as the original disbursement of campaign contributions.

The Americans with Disabilities Act, which protects people with disabilities, including HIV/AIDS, from discrimination, was the subject of one of HRCF’s first lobbying projects. Overcoming opposition from Sen. Jesse Helms (R-NC), Congress passed the Act in 1990, and President George H.W. Bush signed it into law.
