The Railroad Lighter Captains Commission was established on June 12, 1961 under "the general powers of the President following the recommendation of Emergency Board Number 134. Board 134 resulted from the failure to resolve issues raised in 1959 and 1960 for changes in various wage and fringe benefits and work rules. It made recommendations with respect to all issues except that of the carriers that the work rules be - changed to permit them to use a Captain at more than one location and on more than one boat during a work tour. On this issue it suggested the parties wait for guide lines from the Presidential Railroad Commission and a mediation agree-me-.t to this effect was signed by the parties.

The Commission consisted of Ronald W. Haughton, Chairman, W. S. Macgill for the carriers and William W. Sanborn. Hearings on the issue were deferred until the release of the report by the Presidential Railroad Commission, but began on April 10, 1962 and continued to May 2, 1962. The Commission also made personal observations in the harbor.
