The Cornell University Union Representation collection, 1967-1972, contains bylaws, constitutions, flyers, correspondence, and notes from the Civil Service Employees Association (CSEA), Cornell University Libraries Employees Association (CULEA) and the Association of Cornell Employees-Libraries (ACE-Libraries). In particular, the collection focuses on the 1969 National Labor Relations Board hearings regarding representation for Cornell employees. Of particular interest are flyers from Cornell President Dale Corson, the Cornell Personnel Department, and ACE-Libraries encouraging staff to vote "no" on CSEA representation, as well as a flyer from CSEA refuting the University's messages (Box 1, folder 3). Case exhibit materials from the NLRB hearings are located in box 1, folders 2 and 4, and the reports of the proceedings, including indices of exhibits, can be found in box 2, folder 3.

Biographical / Historical

The Cornell University Libraries Employees Association (CULEA) was a voluntary association formed in early 1967 to represent library staff regarding working conditions, equitable salaries, and services provided. In 1968, they changed their name to Association of Cornell Employees—Libraries (ACE—Libraries). In 1969, the Civil Service Employees Association (CSEA) filed a petition with the National Labor Relations Board (NLRB) to represent Cornell employees at a statewide level. ACE—Libraries and the United Federation of College Teachers (UFCT) filed counter-petitions to act as the collective bargaining agents for the Cornell libraries and the New York City Office of ILR, respectively. Following several hearings, the NLRB ordered an election on the representation of Cornell employees by CSEA while denying the other unions' petitions. The election took place on July 16, 1970, with an overwhelming majority of Cornell employees (2,335 to 634) voting to reject CSEA representation.
